The Federal Aviation Administration approved Newark Liberty's Airline Competition Plan Update submitted February 2004. The Competition Plan sets forth strategies to maintain the highly competitive environment at EWR by allowing new entrants access and incumbent airlines opportunities to expand. Highlights of progress this past period include a gate utilization assessment that resulted in the return of an exclusive use gate to common use, updates to the New Entrant Guidelines for Domestic and International Airlines, an in-depth look at several provisions of the Master Airline lease, and a full description of the New Entrant Manager whose responsibilities include, among other things, the need to uphold the mandates of AIR 21 with respect to airline competition.
