Welcome to The Port Authority of New York and New Jersey's Procurement site, continuing our efforts to provide information regarding our procurement transactions to the general public and the vendor community.
In the procurement of goods and services (including professional, technical and advisory services) and construction contracts, the Port Authority seeks to secure the highest quality at the lowest cost and at the required time, on a competitive basis whenever practicable. Port Authority requirements are generally met through competitive bidding procedures, with the award made to the lowest qualified bidder. Complex procurements are often handled through the use of a Request for Proposals process, where the proposal is evaluated based on a variety of factors, including but not solely price. In addition, procurements may be made according to other accepted practices and techniques when this is in the best interest of the Port Authority.
The following factors, among others, may be considered in the determination of a prospective contract awardee: price, quality, delivery or completion requirements, past performance, quality of staffing and management plans, financial responsibility, integrity, compliance with contract requirements, required facilities and equipment, and special qualifications such as licensing related to the nature of the procurement.
Competitive procurements are achieved through a public advertisement placed in publications of general circulation or other publications as appropriate, on the Port Authority's website, as well as through the use of established lists of vendors and contractors who have previously indicated an interest in competing for Port Authority requirements for a particular product or service. Solicitation of proposals based on the use of such lists includes a sufficient number of vendors and contractors to maximize the opportunity for competition.
Where it has been determined that other factors, such as the socioeconomic impacts of its activities on the Port District or the need for specific experience or expertise, are to be considered and where the best interests of the Port Authority would be served, solicitation of pre-qualified vendors and contractors for a specific contract may be utilized as an alternative to public advertisement and/or bid list solicitation, or there may be negotiation with one or more pre-qualified vendors. In support of Port Authority certified small business, minority and woman owned enterprises, the Port Authority may set aside various procurement opportunities, as appropriate.
