The Port Authority NY/NJ Staten Island Bridges Plan (PASI) is for Class 1, 7, and 11 vehicles.
Enrollment Required. (Valid at the Goethals Bridge, Bayonne Bridge, and Outerbridge Crossing.) This E-ZPass discount option is available to all private account customers with non-commercial plates who enroll in the PASI plan. A rate of $5.50 per trip is applied when customers take at least three (3) trips in a calendar month between Staten Island, New York and New Jersey. All tags on the account contribute to the total. If three trips are not taken, the customer pays the prevailing E-ZPass (peak or off-peak) rate. Available all days and hours. Carpool trips do not qualify toward the three-trip Port Authority Staten Island Bridges Plan (PASI) minimum monthly threshold.
The Port Authority Green Pass Discount Plan (PAGRN) offers a $5.50 toll rate during off-peak hours to vehicles on New York's Clean Pass Program Vehicle Eligibility List that pre-register for the program.

The Port Authority Carpool Plan (PACP) is for Class 1, 7, and 11 vehicles.
Enrollment required. (Valid at all Port Authority crossings.) The Port Authority Carpool Plan (PACP) toll rate is $5.00 and is available to all private account E-ZPass customers who register for the Carpool Plan. The plan requires that there are three or more people in a vehicle with non-commercial plates. Customers must use a staffed "Cash/E-ZPass" lane and come to a complete stop so that the Toll Collector can verify the number of occupants in the vehicle. Available all days and hours. Carpool trips do not qualify toward the three-trip Port Authority Staten Island Bridges Plan (PASI) minimum monthly threshold.

Port Authority Truck Volume Discount Plan (PATVD) offers an additional 10% discount on E-ZPass non-peak toll rates for E-ZPass customers with NY or NJ commercial accounts who make 100 or more Port Authority New York-bound trips during non-peak hours within a monthly statement cycle. Discounts will be credited directly to qualifying accounts each month without requirement to register for the program.
Truck drayage moves to/from New York Container Terminal (NYCT) are eligible for reimbursement of tolls at all Port Authority Staten Island crossings via E-ZPass, through a program of the terminal operator in partnership with the Port Authority of NY & NJ. Visit the terminal operator's website to register for the NYCT Automated Toll Reimbursement Program.
Truckers are eligible for participation in BOTH the NYCT Automated Toll Reimbursement Program AND the Port Authority Truck Volume Discount Plan.
The discounted Off-Peak toll for vehicles with two axles and single rear wheels is $9.00. See toll chart for a full listing of toll rates for all vehicle types during both Off-Peak and Peak hours. Peak hours at Port Authority crossings are weekdays from 6 – 10 a.m. and 4 – 8 p.m., and Saturdays and Sundays from 11 a.m. until 9 p.m. All other hours are considered off-peak.
