The Port Authority of New York & New Jersey was created in 1921 by a compact between the states of New York and New Jersey that was approved by the U.S. Congress.

To accomplish some of its statutory functions, the Port Authority has established Port Authority Trans-Hudson Corporation, the Newark Legal and Communications Center Urban Renewal Corporation and the New York and New Jersey Railroad Corporation. In addition, it owns and is the sole managing member of WTC Retail LLC; 1 World Trade Center LLC; Port District Capital Projects LLC; and Port Authority Insurance Captive Entity, LLC.
