Project Scoping Notification

The Port Authority Of New York & New Jersey (PANYNJ) is evaluating a potential extension of the Port Authority Trans-Hudson (PATH) service on the World Trade Center to Newark line, from its existing terminus at Newark Penn Station to a new station on off-airport property east of Frelinghuysen Avenue (at Noble Street). The proposed new station would be located near the existing Newark Liberty International Airport (EWR) New Jersey Transit commuter rail station and PANYNJ monorail station in Newark, NJ. The purpose of the proposed project is to improve transit access to employment centers in Newark, Jersey City, and New York City for New Jersey commuters and increase transit options to EWR for air travelers and airport employees. PANYNJ expects to request funds from the Federal Transit Administration and is preparing an Environmental Assessment (EA) for the PATH Extension Project in accordance with the National Environmental Policy Act of 1969 (NEPA). PANYNJ is conducting a 37-day scoping period from November 14, 2017 to December 20, 2017, and public scoping meetings will be held to inform the public and receive public input regarding the proposed project’s scope, purpose and need, alternatives to be considered, and potential environmental impacts. In the event that an Environmental Impact Statement (EIS) will be required for the proposed project, this may serve as the formal scoping process required by NEPA for an EIS. If that is the case, the Notice of Intent for the EIS will expressly provide that written comments on the purpose and need, scope of alternatives and impacts will still be considered. The proposed project may impact historic resources and will be subject to Section 106 of the National Historic Preservation Act. Individuals and organizations may request to participate as Section 106 Consulting Parties at the public scoping meetings or by submitting a request in writing to the contact information identified below.

At these meetings, the public will be able to review project information, talk with members of the project staff, and submit comments. The meeting presentations/materials will be the same for both dates. The meeting facilities will be accessible to persons with disabilities. Spanish, Haitian Creole and Portuguese language translators will be present.
