Centralized Examination Stations

There’s been an important change to the inspection process at the Port of New York and New Jersey.

All physical examinations of cargo will be performed at four (4) Centralized Examination Stations (CES).

* Please Note: U.S. Customs and Border Protection (CBP) will continue to perform on-terminal examinations on freight arriving at Red Hook Container Terminal.

Important Points

Shippers Bear Cost of Cargo Exams
Transferring Containers to a CES for ATCET/NII occurs within one (1) business day of receipt of transfer authorization from CBP. Containers should not be held up for guarantee of charges.
Ocean Carriers Designate Exam Sites for ATCET/NII and AQI Exams. The carriers can select more than one CES.
- For example, if they have services calling NY or NJ, carriers can select a CES for their NY calls and another for their NJ calls for both ATCET/NII and AQI exams.

Be Sure to Know which CES your carrier has designated in each state!

Export Exams will be performed at the CES selected by the ocean carrier for ATCET/NII exams.
Multiple Containers on a Bill of Lading can move to a CES with the container being examined.
CTPAT cargo gets preferential treatment
Terminal Free Time Ends and Per Diem Begins once containers are transferred to a CES. The CES’s free time begins after the initial examination is performed by CBP.
