The Department of Homeland Security has mandated the Transportation Workers Identification Credential (TWIC) for all personnel requiring access to secure or restricted of U.S. Coast Guard regulated facilities, including the marine terminals in the Port of New York and New Jersey. Neither the Port Authority nor its terminal operators provide escorts to rareasestricted areas.
Truck drivers without a TWIC or a receipt validated by the Port Authority will not be allowed to enter the terminals. There are no exceptions. Drivers also need an active SeaLink card. Drivers who failed to register their TWIC at the SeaLink offices prior to April 15, 2009, had their SeaLink privileges suspended. Before proceeding to a container terminal, drivers must register their TWIC at the Port Authority's SeaLink office in order to have their SeaLink privileges reinstated."
These regulations are strictly enforced and drivers must be prepared to present their TWIC or validated receipt for a visual examination by security personnel at the terminals and to all law enforcement officials.
