The Port Authority of New York and New Jersey awarded more than $182 million in construction contracts to minority-owned, women-owned and small businesses in 2004.

A report presented to the Port Authority’s Board of Commissioners today showed that total contracts to minority-owned, women-owned and small businesses in 2004 resulted in 1,750 new jobs, $79 million in wages and $301 million in regional economic activity. An update on the Port Authority’s Construction Pre-Apprenticeship Training and Mentor Protégé programs also was provided.

Port Authority Chairman Anthony R. Coscia said, “Our programs targeting minority-owned, women-owned and small businesses have generated $2.7 billion in regional economic activity since 2000. Today’s report re-emphasizes the tremendously positive effect these programs have on hundreds of businesses and millions of people in our region.”

Port Authority Vice Chairman Charles A. Gargano said, “In the past five years, we have created more than 20,000 new jobs and generated $851 million in wages for the region. The Port Authority remains committed to economic development and job creation.”

Port Authority Executive Director Kenneth J. Ringler said, “Our Business and Job Opportunity unit has helped hundreds of businesses thrive for more than 25 years. This year’s numbers underscore the importance of, and our continued commitment to, expanding opportunities for minority-owned, women-owned and small businesses.”

Other highlights for 2004 include:

The Construction Pre-Apprenticeship Training and Mentor Protégé programs continue to grow. Between 2001 and 2004, more than 450 graduates from the Construction Pre-Apprenticeship Training programs were placed in New York and New Jersey construction-industry apprenticeships.

The Mentor Protégé Program, a Port Authority initiative with the Port Authority’s Engineering Department, has expanded to now include 19 protégés and 13 mentors. In early April, the program graduated seven protégés. The Mentor Protégé Program offers training and mentoring for minority-owned and women-owned businesses from some of the more prominent firms in the construction industry. The Port Authority’s Business and Job Opportunity staff provides information on contracting opportunities, financial and technical assistance, business and labor development programs, seminars, workshops and referral services.

The bistate agency also works closely with community-based strategic partners, including the New York State Association of Minority Contractors, the Greater Newark Development Corporation, and the New Jersey and New York Hispanic Chambers of Commerce.

The Port Authority’s Business and Job Opportunity program was created more than 25 years ago to help advance regional economic development by increasing the participation of minority-owned, women-owned and small businesses in Port Authority contracts.

The Port Authority of New York and New Jersey operates many of the busiest and most important transportation links in the region. They include John F. Kennedy International, Newark Liberty International, LaGuardia and Teterboro airports; AirTrain JFK and AirTrain Newark; the George Washington Bridge and Bus Station; the Lincoln and Holland tunnels; the three bridges between Staten Island and New Jersey; the PATH (Port Authority Trans-Hudson) rapid-transit rail system; the Port Authority-Downtown Manhattan Heliport; Port Newark; the Elizabeth-Port Authority Marine Terminal; the New York Container Terminal on Staten Island; the Brooklyn Piers/Red Hook Container Terminal; and the Port Authority Bus Terminal in midtown Manhattan. The agency also owns the 16-acre World Trade Center site in Lower Manhattan.

The Port Authority is financially self-supporting and receives no tax revenue from either state.
