At its monthly meeting this afternoon, the Port Authority Board of Commissioners authorized:
- Up to two six-month renewal options with AFCO AvPORT Management LLC for maintenance and operations services at Stewart International Airport. The action will allow these services to continue while an operator is selected through a competitive process.
- An amended 99-year lease agreement between the State of New York and the Port Authority for the operation of Stewart International Airport.
- The execution of agreements with the Transportation Security Administration for the replacement or renovation of the explosive detection screening and baggage handling systems at selected passenger terminals at LaGuardia, John F. Kennedy International and Newark Liberty International airports to improve customer service.
- An agreement with the New York State Department of Transportation to provide for the Port Authority’s reimbursement of NYSDOT costs to design and construct river water lines and related infrastructure necessary for the operation of the World Trade Center Central Chiller Plant.
- Reimbursement to the Metropolitan Transportation Authority Capital Construction Company for its costs to test soil stabilization methods at the R/W subway tunnel box at the Cortland Street subway station, adjacent to the World Trade Center site.
- The extension of the term for which consulting services in support of energy cost containment initiatives under a Memorandum of Understanding among the Port Authority, the New York Power Authority, the City of New York, the Metropolitan Transportation Authority and the New York City Housing Authority through December 2010 or until $80,000 in remaining funds are spent.
- An agreement with the United States Department of the Army for maintenance dredging in Newark Bay, Port Newark and Port Newark Pierhead channels for the removal of approximately 125,000 cubic yards of material.
- Additional funding for architectural services, including planning, design and construction administration services with Skidmore, Owings & Merrill LLP, for the construction of One World Trade Center, the Freedom Tower.
- A $2.5 million increase for expert professional architectural and engineering services with Liberty Security Partners for preliminary engineering in connection with the construction of the World Trade Center Vehicle Security Center and Tour Bus Parking Facility.
- 1 World Trade Center LLC, through its construction manager Tishman Construction Corp., to enter into a construction trade contract for the fire alarm system for One World Trade Center, the Freedom Tower.
- 1 World Trade Center LLC, through its construction manager Tishman Construction Corp., to enter into a construction trade contract for heating and air conditioning in One World Trade Center, the Freedom Tower.
- A $36 million increase to an existing agreement with the Downtown Design Partnership, a joint venture of DMJM + Harris Inc., and STV, Inc., for additional professional Architectural and engineering services through the completion of final design at the World Trade Center site.

The Port Authority of New York and New Jersey operates many of the busiest and most important transportation links in the region. They include John F. Kennedy International, Newark Liberty International, LaGuardia, Stewart International and Teterboro airports; AirTrain JFK and AirTrain Newark; the George Washington Bridge and Bus Station; the Lincoln and Holland tunnels; the three bridges between Staten Island and New Jersey; the PATH (Port Authority Trans-Hudson) rapid-transit system; the Port Authority-Downtown Manhattan
Heliport; Port Newark; the Elizabeth-Port Authority Marine Terminal; the Howland Hook Marine Terminal on Staten Island; the Brooklyn Piers/Red Hook Container Terminal; and the Port Authority Bus Terminal in midtown Manhattan. The agency also owns the 16-acre World Trade Center site in Lower Manhattan.
The Port Authority is financially self-supporting and receives no tax revenue from either state.
