PORT AUTHORITY BOARD AUTHORIZES PURCHASE OF NEW TOLL COLLECTION EQUIPMENT WITH CAPABILITYTO INSTITUTE CASHLESS TOLLING

The Port Authority Board of Commissioners today authorized the purchase of a new toll collection system for the agency's six bistate crossings, which will have the capability to accommodate cashless - also known as all-electronic - tolling in the future.

The Board authorized, at a total cost of $175 million, the final design and construction of the new toll collection system in the existing toll plazas, with the capability for cashless tolling.  As a component of the $175 million, the Port Authority will contract with PBS&J Architecture and Engineering for program management services related to the deployment of the new toll collection system.  Installation of the new system will begin in late 2012 and be completed by the end of 2014. 

The system will replace the existing 12-year-old one, which is one of the oldest in the northeast United States.  When the new equipment is installed, the system will be equipped to collect cash and E-ZPass, and will also have the ability to operate without cash.

A decision will be made at a later date as to when to implement cashless tolling, which would enhance regional mobility with nonstop toll operations and result in improved air quality by reducing emissions.  The upgraded toll collection system also will benefit customers by eliminating lane closings resulting from equipment problems, reduce billing problems resulting from faulty equipment, and improve signage to allow drivers to more easily find the correct lane.

Initially, when the new equipment is installed, the toll plazas will operate as they do today.  All lanes will be equipped with the ability to handle E-ZPass transactions, and there will be designated lanes to accommodate cash customers.

At its monthly meeting this afternoon, the Port Authority Board of Commissioners also took the following actions:


  • Authorized a one-year lease with British Airways for a portion of Cargo Building 66 at John F. Kennedy International Airport, consisting of approximately 240,000 square feet of building space and associated open area.

  • Authorized 1 World Trade Center LLC to increase extra work allowances under seven trade contracts awarded for the construction of One World Trade Center, which would be offset by unused extra work allocations from other trade contracts.

  • Authorized an increase to an existing trade contract with E.E. Cruz & Co. Inc. for additional west bathtub foundation work performed for the World Trade Center Memorial, Memorial Museum and World Trade Center infrastructure projects.

  • Authorized continued Port Authority participation in the Edward J. Malloy Initiative for Construction Skills program, as well as an agreement to contribute $100,000 a year for a three-year period toward the program.

  • Authorized agreements with the New Jersey Institute for Social Justice and the Construction Industry Advancement Program of New Jersey to continue the Port Authority's participation in their preapprenticeship programs at a cost of $150,000 per year for a three-year period, and a memorandum of understanding establishing a "Construction Careers" initiative, which will provide graduates of the New Jersey preapprenticeship programs with a path to obtain union-sponsored trade apprenticeship positions.

  • Adopted a policy statement that supports a Port Authority effort to promote bicycle access and secure bicycle parking at its facilities, whenever operationally and financially feasible.
