PORT AUTHORITY BOARD CONFIRMS PATRICK FOYE AS AGENCY’S NEW EXECUTIVE DIRECTOR

The Port Authority of New York and New Jersey Board of Commissioners today confirmed Patrick J. Foye, Governor Andrew Cuomo’s recommendation to be the Executive Director of the bistate agency. Mr. Foye will work closely with Deputy Executive Director Bill Baroni, who was named to his post by Governor Chris Christie in March 2010.

Mr. Foye, who currently serves as Gov. Cuomo’s Deputy Secretary of Economic Development, will replace Executive Director Christopher Ward, who will leave the post at the end of this month. Mr. Ward will continue to serve as an advisor to the Port Authority for a transitional period through the end of the year.

In Mr. Foye’s current role, he manages New York State’s initiatives for economic recovery, investment, and job creation, and oversees the Empire State Development Corporation. Previously, Mr. Foye was deputy county executive for Nassau County Executive Edward Mangano. He also has served as a board member of the Metropolitan Transportation Authority, representing Nassau County.

At its monthly meeting this afternoon the Board of Commissioners took the following actions, which could generate more than 450 jobs and more than $127 million in economic activity:

  • Authorized Phase 1 of a project for certain early-action pre-construction work associated with the future development of the Intermodal Container Transfer Facility at the Greenville Yard-Port Authority Marine Terminal. The project is expected to generate 400 jobs and $116 million in economic activity.
  • Authorized a $3.7 million project to provide for the design, construction and installation of the Newark Tailtrack Air Compressor System to serve PATH’s track signal and switching operations in Newark, N.J. The project is expected to generate 13 jobs and $5 million in economic activity.
  • Authorized a purchase and sale agreement with Benharjay Realty for the purchase of a 2.12 acre lot in the town of Harrison, NJ, which includes three single-story industrial buildings, for the future redevelopment of the Harrison PATH Station.
  • Authorized a $4.8 million project for the demolition of three existing connected single-story manufacturing buildings for the future redevelopment of the Harrison PATH Station. The project is expected to generate 20 jobs and $6.5 million in economic activity.
  • Authorized five new lease agreements as part of the Terminals A and B Concessions Program at Newark Liberty International Airport. The concessions are expected to add 25 new jobs to the airport.
  • Authorized the Executive Director to enter into agreements with the Hellenic Orthodox Church St. Nicholas, consistent with a non-binding term sheet between the Port Authority and the Church, to provide for the transfer of property between the two entities that will allow a new church building to be built on the World Trade Center site.
  • Authorized the Committee on Finance to purchase public liability insurance coverage, through broker Marsh USA Inc., for all facilities of the Port Authority and its subsidiaries for a one-year term.
  • Authorized the executive director to exercise renewal options for a total of five contracts to support energy efficiency and clean energy in the region consistent with the Port Authority’s sustainability policy.
  • Authorized the award of a construction trade contract with Lanmark Group, Inc., for Transit Hall architectural finishes in the World Trade Center Transportation Hub.
  • Authorized the award of a construction trade contract with Manhattan Business Interiors Inc., doing business as MBI Group, for Transit Hall site maintenance and hoist operations for the World Trade Center Transportation Hub.
  • Authorized an extension of the North Wing Exclusivity Agreement between the Port Authority and 20X Square Associates LLC, for the development, construction and operation of an office tower above the North Wing of the Port Authority Bus Terminal.
