PORT AUTHORITY BOARD TAKES ACTION ON SEVERAL ITEMS

At its monthly meeting this afternoon, the Port Authority Board of Commissioners authorized the following:

  • a memorandum of understanding among the Port Authority, PATH and Jersey City in connection with the proposed transfer of PATH’s interest in the Washington Street Powerhouse to Jersey City and the proposed transfer to PATH of a suitable parcel of land to site the rail system’s new substation;


  • through its Committee on Operations, a funding agreement with Raritan Baykeeper Inc., and its designee Holmdel Township to acquire approximately 12.8 acres along the Waackaack Creek in Holmdel for future conservation and public access. The funds are part of the Port Authority’s $60 million Hudson-Raritan Estuary Resources Program;


  • a $19 million project for the Phase I rehabilitation of the historic Building 60 at John F. Kennedy International Airport, the former Terminal 5 building designed by Eero Saarinen. Also authorized $1 million for planning to study and design the Phase II rehabilitation of the building’s historic elements and multitenant adaptive reuse. Also authorized the award of a contract for asbestos abatement in the building;


  • $5.5 million for Phase I of a project to install backflow-prevention devices and water meter upgrades at various locations at John F. Kennedy International Airport, and $1.5 million for planning of preliminary design work for subsequent phases of the project. Also authorized the award of a contract for asbestos abatement in the building;


  • a $60 million project for the rehabilitation of Runway 4-22 and associated taxiways at LaGuardia Airport, and the award of a contract to implement the project;


  • a $60 million project for the replacement and upgrade of the PATH Christopher Street substation, and the award of a contract to implement the project;


  • an 11-year, six-month lease with Flying Food Group, LLC, for Building 146 at John F. Kennedy International Airport for use as an on-airport flight kitchen;


  • the expenditure of additional Port Authority and federal funds in the amount of $35 million for the next phases of the soundproofing at six schools affected by aircraft noise near the Port Authority’s airports;


  • an agreement with New York Container Terminal, Inc. for the Port Authority to provide $50,000 for a Hybrid Yard Hostler Prototype demonstration and evaluation project at the Howland Hook Marine Terminal on Staten Island. Also authorized the Port Authority to provide $70,000 for a similar program at the APM Terminal in Elizabeth, NJ. Also authorized a memorandum of understanding with the U. S. Environmental Protection Agency to define roles and responsibilities of the Port Authority and U.S. EPA in coordinating efforts toward the fulfillment goals of the International Sustainable Ports and Carriers Partnership, specifically the establishment of a working relationship with the Port of Rotterdam and the conduct of an air emissions reduction project;


  • a one-year renewal of an agreement with the Alliance for Downtown New York, Inc., the operating entity for the Downtown-Lower Manhattan Business Improvement District, which represents the interests of the downtown business community;


  • a supplemental agreement with Liberty Security Partners at a cost of up to $2 million for the completion of the final design package and construction support services for engineering, administration and other planning costs for the track level foundations of the Performing Arts Center at the World Trade Center site, subject to a reimbursement agreement with the City of New York;


  • increases in the construction-management and construction contracts with Bovis Lend Lease and E.E. Cruz & Co. in the total amount of $18 million to cover additional construction-management services and additional foundations and other structural work at the World Trade Center site;


  • through its Committee on Operations, ratification of a six-year agreement with Local 641, International Brotherhood of Teamsters, which represents PATH clerical, stock-keeping and customer service employees;


  • through its Committee on Operations, the ratification of a six-year agreement with the American Train Dispatchers Association, which represents PATH train dispatchers;


  • through its Committee on Operations, the ratification of a six-year agreement with the Transport Workers Union of America, which represents PATH employees who perform track, structural repair and maintenance;


  • through its Committee on Operations, the ratification of a six-year agreement with the United Transportation Union, which represents PATH employees who operate control towers at various PATH locations;


  • 1 World Trade Center LLC, through its construction manager, Tishman Construction Corp., to enter into a construction trade contract for the furnishing and installation of convector enclosures for 1 World Trade center, the Freedom Tower; and


  • 1 World Trade Center LLC, through its construction manager, Tishman Construction Corp., enter into two construction trade contracts for below-grade waterproofing and superstructure roofing and waterproofing for 1 World Trade Center, the Freedom Tower.



The Port Authority of New York and New Jersey operates many of the busiest and most important transportation links in the region. They include John F. Kennedy International, Newark Liberty International, LaGuardia, Stewart International and Teterboro airports; AirTrain JFK and AirTrain Newark; the George Washington Bridge and Bus Station; the Lincoln and Holland tunnels; the three bridges between Staten Island and New Jersey; the PATH (Port Authority Trans-Hudson) rapid-transit system; the Port Authority-Downtown Manhattan Heliport; Port Newark; the Elizabeth-Port Authority Marine Terminal; the Howland Hook Marine Terminal on Staten Island; the Brooklyn Piers/Red Hook Container Terminal; and the Port Authority Bus Terminal in midtown Manhattan. The agency also owns the 16-acre World Trade Center site in Lower Manhattan.

The Port Authority is financially self-supporting and receives no tax revenue from either state.
