More Than 70 Percent of Construction Trade Contracts
For Project are Awarded or Bid
The Port Authority Board of Commissioners today awarded the largest contract to date for the National September 11 Memorial & Museum at the World Trade Center, which will allow construction to move forward toward a phased completion beginning in 2010. To date, more than 70 percent of construction trade contracts for the project have been awarded or have received bids.
The Board approved a contract with Navillus Contracting Inc. to provide 36,000 cubic yards of concrete for construction of the Memorial & Museum, including the signature massive waterfalls set within the original footprints of the Twin Towers. The firm also will provide an additional 9,000 cubic yards of concrete for related below-grade infrastructure work, including the chiller plant and car parking areas. The Board approved $103.9 million, which includes $90.5 million for Navillus and the remainder for Bovis Lend Lease. Of the total, $40 million will be paid by the Port Authority and the remaining $63.9 million will be paid by the National September 11 Memorial & Museum. The Design & Construction Committee of the National September 11 Memorial & Museum approved the contract and its full board is expected to approve the contract on April 9.
Last April, the Port Authority Board approved a $58.9 million contract for structural steel for the Memorial & Museum.
Port Authority Chairman Anthony R. Coscia said, "We've taken on the enormous responsibility to build this nationally significant project, and we take our stewardship of it seriously. Our staff is working as aggressively as possible to award contracts to bring the visions of the memorial to life. I'm confident that when the Memorial opens, it will be a testament to this agency's history of building great, world-renowned projects."
Port Authority Executive Director Anthony E. Shorris said, "During the past year, we've seen phenomenal progress throughout the 16-acre World Trade Center site. We've dug an 80-foot bathtub for Towers 3 and 4, erected steel columns at the Freedom Tower that nearly reach street level, and nearly completed the foundation work for the memorial. This contract will move us to the next level, allowing the Memorial to begin to take form and rise to street level."
Joseph C. Daniels, President and CEO of the National September 11 Memorial & Museum, said, "The award of this contract is a great marker of progress on the construction of the Memorial & Museum, and we will continue working with the Port Authority to keep this momentum going. As the concrete is placed and steel erected later this year, the structure of the Memorial & Museum will begin to take shape. Thanks to the support of our more than 60,000 donors, we are raising the funds needed to complete the construction of this historic tribute."
During the past year, extensive progress has been made on the Memorial & Museum. Approximately 94 percent of the footing-and-foundation contract for the project has been completed, including the placement of nearly 5,000 cubic yards of concrete.
Work also is under way to build a new concrete slurry wall behind a section of the existing wall to allow it to be integrated into the Memorial Museum experience.
In addition, 1,425 tons of structural steel has been fabricated at Owen Steel in Columbia, S.C., of which 150 tons have been delivered to the marshalling yard in Camden, N.J. The installation of the first pieces of steel is planned for this summer.
In the beginning of this month, a signature element of the Memorial Museum - the stair treads from a staircase that survived the collapse of the Twin Towers - was moved and will be installed in the subgrade of the Memorial.
When completed, the approximately eight-acre Memorial complex will include a landscaped Memorial Plaza at street level surrounding two massive waterfalls set within the original footprints of the Twin Towers, with 30-foot waterfalls cascading down their sides. Visitors will enter the Memorial Museum through an above-ground Museum Pavilion that sits between the two pools. The National September 11 Memorial & Museum is the nonprofit organization charged with raising the funds, overseeing the design, and programming and operating the Memorial & Museum. The Port Authority is managing the construction and previously agreed to commit up to $195 million toward the Memorial & Museum.

The Port Authority is financially self-supporting and receives no tax revenue from either state.
