Police Integrity

Within the OIG, the Office of Investigations oversees three police units that monitor and evaluate the integrity, courtesy and professionalism of members of the Port Authority Police Department (PAPD). The OIG is independent from the PAPD.

Police Integrity Unit

The Police Integrity Unit (PIU), formerly the Internal Affairs Bureau, conducts criminal and administrative investigations involving allegations of serious misconduct concerning members of the PAPD.

Civilian Complaint Investigations Unit

The Civilian Complaint Investigations Unit (CCIU) conducts non-criminal investigations of civilian complaints against members of the PAPD. CCIU is authorized to investigate the following types of complaints: Excessive Use of Force; Abuse of Authority; Discourtesy; Ethnic/Bias Related; and all other non-criminal civilian complaints. Complaints against members of the PAPD that are outside of CCIU's jurisdiction will be referred to PIU. Findings of the CCIU are presented to the Port Authority's Civilian Complaint Review Board that conducts an objective review of the investigative findings and makes recommendations to the Director of Public Safety as to the final disposition.

Absence Control Unit

The Absence Control Unit (ACU) monitors members of the PAPD who are on paid sick leave or out due to a work related injury through a comprehensive program that includes wellness checks and home visitation.

How to Report an Officer

Any interested person or group may report police misconduct to the OIG. Persons under arrest or in police custody, juvenile complainants, and individuals wishing to remain anonymous may report police misconduct.

Police misconduct may be reported by any of the following methods:

  • By online form
  • In person
  • By phone
  • By mail
  • By email
  • At any Port Authority Police Command
  • At the Port Authority Central Police Desk

Anyone who wishes to report police misconduct in person, by phone, by mail, or by email may download and complete a CCRB-1 form and submit it to:
