Thank you for your interest in holding a special event, film or photo shoot at one of The Port Authority of New York and New Jersey's facilities. The Port Authority operates critical and iconic infrastructure, including America's busiest airport system, marine terminals and ports, the Port Authority Trans-Hudson (PATH) rail system, six tunnels and bridges between New York and New Jersey, the Port Authority Bus Terminal, and the World Trade Center.

The Port Authority permits external parties to temporarily use agency facilities or infrastructure for non-transportation or non-trade purposes, upon execution of an agreement and payment of facility use fees. This website provides information about applying for the temporary use of facility space, a list of eligible facilities, the appropriate staff contacts for additional information, and an online application to file your facility use request.

Before filing an online application, we strongly encourage contacting facility representatives to discuss the particular details of your request, including the type of space needed, the nature of your proposed event, film, or photo shoot, any security protocols and/or security credentials that may be required, and potential dates/times. A list of facilities and staff contact information is available here. After discussing an overview of your proposed event and identifying an appropriate space and date, you can file an application on this website to request the temporary use of that space. This online application must be filed at least 30 days prior to the requested event date; The Port Authority cannot guarantee review of any applications filed with less than 30 days' advance notice.

A non-refundable $250 application filing fee is applied to all applications - there are no exceptions. The non-refundable $250 application filing fee is separate from any facility use fees that may be charged for each event.

Once the online application is filed, the review process will officially begin for your proposed event, and you will be contacted by an agency representative, who will likely request additional information, including but not limited to: signed and sealed architectural plans and code compliance analyses, food and beverage plans, security plans, load-in/load-out and logistics plans/timelines, certificates of insurance, and other applicable certificates and licenses.

  1. Who should use this application?
    Any entity interested in using one of the eligible Port Authority facilities for a special event, film or photo shoot should complete this application process to file a request to use the space.

  2. How long does the process typically take?
    Once the online application is filed, the review process will officially begin for your proposed event, and you will be contacted by an agency representative, who will likely request additional information, including but not limited to: signed and sealed architectural plans and code compliance analyses, food and beverage plans, security plans, load-in/load-out and logistics plans/timelines, certificates of insurance, and other applicable certificates and licenses. We recommend allowing at least 60 days for the process. The online application must be filed at least 30 days prior to the requested event date; The Port Authority cannot guarantee review of any applications filed with less than 30 days’ advance notice. Any online applications filed less than ten business days prior to the requested event date will be charged an extra $100 dollars for every business day closer to the requested date in addition to the base $250 filing fee.

  3. Who reviews the application? What determines if my request is approved or denied?
    Port Authority staff reviews each application and accompanying documents to determine availability and feasibility of the request. The primary focus is ensuring the safe and orderly operation of agency facilities during each special event as well as verifying that the event itself will be conducted in a safe, secure, and code compliant manner.

  4. What if I have a special guest/a guest with special needs/an event with special equipment?
    We recommend discussing the details of your proposed request with facility representatives before submitting an application. Staff will be able to provide a description of the space and help determine if it is appropriate or able to accommodate your request.

  5. How much will this cost?
    Each application requires a non-refundable $250 application filing fee. Any online applications filed less than ten business days prior to the requested event date will be charged an extra $100 dollars for every business day closer to the requested date in addition to the base $250 filing fee.
    There will also be associated facility use fees for each event that are determined based on the location, type, and scale of the event. The facility use fees are after the online application is filed, during the review process, and must be agreed to prior to any final approvals being issued.

  6. Can I cancel a facility use request?
    Yes. Please notify staff as soon as possible of a cancelled request. The required$250 application filing fee is non-refundable

Depending on the details of your request, the following additional documents may be required prior to issuing any approvals:

  • Signed cover letter with an overview of the event
  • Operations and Security Plans (written descriptions or drawings), including but not limited to:
    • Event description with front- and back-of-house plans
    • Event schedule and anticipated event attendance
    • Access and egress plans for staff and/or guests
    • Ticketed and unticketed/publicly-accessible areas
    • Plans to maintain and protect background traffic for public rights-of-way
    • Food and beverage preparation and service plans
    • Load-in/load-out and delivery logistics plans and schedules
    • Equipment, furniture and fixtures plans
    • Security plans
    • Trash, maintenance and janitorial plans
    • Description of potentially hazardous or harmful material/equipment
  • Signed and Sealed Drawings and Code Analyses, including but not limited to:
    • Certification of load capacity for the special event (structural, electrical, etc.)
    • Certification of adherence to all building and health codes (emergency egress, fire/life safety, ADA, etc.)
  • Certificates of Insurance and any other applicable certificates and licenses
